Based on the hunger of Shub Niggurath as described in "The Horror at the Museum", I would have to say that an entire city probably wouldn't sate her hunger. Plus, she's probably pretty pissed at having been bound in human form. Lots of extra, self gratifying carnage and slaughter too.
